Resumo
Introdução: Em resposta a solicitação da Fundação Calouste Gulbenkian,
foi desenvolvido um projeto de avaliação externa das seis edições do “Con-
curso para Estágios de Curta Duração em Portugal para Profissionais de
Saúde dos PALOP eTimor-Leste” organizadas entre 2011 e 2016.
Objetivos: Os objetivos foram caracterizar socio demograficamente os
bolseiros, identificar o seu trajeto profissional e caracterizar o modo como
se tornaram agentes de mudança após o estágio.
Métodos: Foram realizados dois estudos descritivos: um estudo quantitati-
vo de caracterização dos bolseiros a partir de dados secundários, e um es-
tudo avaliativo predominantemente quantitativo, que utilizou maioritaria-
mente os dados recolhidos por questionário preenchido pelos bolseiros.
Resultados: No total, estagiaram 99 profissionais oriundos dos PALOP e
Timor-Leste, com idade média de 36 anos, na sua maioria do sexo femini-
no e médicos de profissão. Os 42 bolseiros respondentes ao questionário
regressaram todos ao respetivo país de origem após o estágio, e a quase
totalidade à mesma instituição e serviço.A maioria admitiu resultados po-
sitivos de aprendizagem e fortalecimento de capacidades, e reconheceu
uma mudança de comportamentos positiva atribuível ao estágio.
Conclusões: Apesar das limitações do estudo avaliativo, designadamente
a potencial baixa representatividade dos bolseiros, a iniciativa parece ter
tido resultados positivos, sugerindo-se o desenvolvimento de estudos de
avaliação do impacto para estabelecer conclusões definitivas.

Abstract
Introduction: In response to a request from the Fundação Calouste Gul-
benkian, a project for the external evaluation of the six editions of the
initiative “Contract for short term courses for health professionals from
Portuguese Speaking African Countries and East Timor” organized be-
tween 2011 and 2016, was carried out.
Objectives: The objectives were to characterize the demography of the
trainees, identify their professional route and characterize the way they
became agents of change after the course.
Methods: Two descriptive studies were carried out: a quantitative study
of the characterization of the trainees using secondary data, and a pre-
dominantly quantitative evaluative study, based mainly on data collected
through a questionnaire addressed to the trainees.
Results:A total of 99 professionals from the PALOP andTimor-Leste, with a
mean age of 36 years, mostly female and medical doctors, were trained.The
42 trainees responding to the questionnaire all returned to their country of
origin after the internship, and almost all to the same health institution and
service. Most admitted positive learning and capacity building results, and
recognized a positive behavior change attributable to the course.
Conclusions: In spite of the limitations of the study, in particular the po-
tential low representativeness of the trainees, the initiative seems to have
had positive results, suggesting the development of impact evaluation stu-
dies to establish definitive conclusions.
